NPF claiming photo of an ACP fondling a lady's boobs is photoshopped

Well it reported that the photo when viral last week, it only just reaching my table,  It shows a senior police officer believed to be an Assistant Commissioner of Police fondling the boobs of a light skinned lady.
Above is a statement  The Nigerian Police Force released  via their Facebook page a few days ago claiming the pic is Photoshopped.Please look at it very well to me  It doesn't look Photoshopped see the lady's hand, see the smile in his face, well what do you think? Chop and run

      It's a free world, we know; they are adults, we know. He is a uniformed man, do you know? Wha* it can cause and cost the NPF and Nigeria @ large, do you know?
